With reference to your letter of the 22nd January,
No.82746/31/31, forwarding a copy of a Bill proposed to be
passed at Hong Kong to authorise and validate the
construction and maintenance of piers etc., etc., I am
commanded by My Lords Commissioners of the Admiralty to
acquaint you for the information of the Secretary of State
for the Colonies that They observe that this Bill confers
very wide powers on the Colonial Government for the
construction of any works on any part of the foreshore,
sea bed, or Crown land covered with water, and that the water
area defined as the Man of War Anchorage in the Naval and
Military Works Ordinance 1906, is not excluded, nor does the
Bill limit in any way the construction of works within the
area or adjacent to it.
2. My Lords consider that, having regard to the very
wide powers given to the Colonial Government, provision
should be made in the Bill for the consent of the Admiralty
to be obtained in certain cases, and They would suggest,
therefore/
